Coalition Pushes Congress to Stop Non-Consensual Deepfakes

More than 30 groups support DEFIANCE Act and TAKE IT DOWN Act

On Thursday, a coalition of over two-dozen organizations sent a letter to leadership in the House of Representatives, urging the passage of legislation to stop the spread of non-consensual deepfakes online. The coalition, including child advocacy groups, anti-sexual exploitation groups, and tech policy organizations pushed for the House to pass the TAKE IT DOWN Act and the DEFIANCE Act, both bipartisan bills which have passed the Senate. “It’s powerful to see children’s advocacy groups, parental groups, and tech policy groups coming together around this important issue,” said ARI President Brad Carson. “The fact is, we can’t let Congress miss the window for action on AI deepfakes like they missed the boat on social media. The DEFIANCE Act and the TAKE IT DOWN Act are two easy, bipartisan solutions Congress can get across the finish line this year.”

The DEFIANCE Act empowers survivors of AI non-consensual intimate images (NCII) to take legal action by suing their perpetrators. The TAKE IT DOWN Act criminalizes the publication of NCII, including AI-generated deepfakes, and requires online platforms to have in place notice and takedown processes. The DEFIANCE Act passed the Senate in July and the TAKE IT DOWN Act cleared the upper chamber earlier this week.

On Wednesday of this week, Americans for Responsible Innovation and Encode announced a petition campaign in support of the DEFIANCE Act and TAKE IT DOWN Act. The campaign, located at StopAIFakes.com is expected to gather thousands of signatures over the course of the next week.
