Legislation expands access to AI resources for researchers, students, small businesses
On Thursday, the House Science, Space, and Technology Committee passed the CREATE AI Act by a vote of 29-0, legislation that would permanently establish the National Artificial Intelligence Research Resource (NAIRR), expanding access to tools and infrastructure essential to artificial intelligence research and development. NAIRR, which has been piloted for the past two years by the National Science Foundation (NSF), serves as a shared national resource, providing datasets, cloud computing, AI testbeds, software, and educational tools to a broad community of users. ARI endorsed the CREATE AI Act upon introduction this Congress.
“As AI reshapes America, we need to make sure more Americans have a seat at the table shaping the future of AI,” said ARI President Brad Carson. “The CREATE AI Act puts the tools for AI research into the hands of students, researchers, and entrepreneurs across the country. Enabling more Americans to enter this field accelerates innovation, strengthens our workforce, and democratizes the development of this revolutionary technology.”
AI research and development requires access to expensive datasets, compute, and other tools that currently only a handful of major technology companies can afford. Passing the CREATE AI Act and codifying NAIRR would finally give universities, nonprofits and researchers the tools they need to pursue new breakthroughs.
