Commerce Department announces repeal of Biden-era AI Diffusion Framework

On Wednesday, the Department of Commerce announced that it would be repealing the Framework for AI Diffusion, a novel export control regime rolled out in the final weeks of the Biden Administration that would have restricted access to advanced AI chips and closed model weights. In its Wednesday announcement, Commerce officials said they will strictly enforce existing export control rules and place new controls on countries with a history of diverting chips to China.

“The Framework for AI Diffusion was an important step forward in how we think about global access to advanced technologies. It prevented not only adversaries but their trading partners from accessing American-designed AI chips and powerful model weights,” said ARI President Brad Carson. “As President Trump puts his own stamp on export controls, it’s critical the Administration plugs all the leaks that are putting American AI technology in the hands of adversaries. A strong export control regime isn’t just necessary to keep the US ahead on innovation, it’s critical to our national security.”

Last month, ARI urged the Trump administration to update export controls to restrict the sale of H20s, and applauded the Administration when it issued restrictions for the AI chip.
