Senators Intro Bipartisan AI Bill to Mitigate Existential Risks

Bill guards against biological, chemical, cyber, and nuclear threats

On Thursday, a bipartisan team of Senate lawmakers released the Preserving American Dominance in AI Act, new legislation to safeguard against the misuse and misalignment of powerful frontier AI models. The legislation would establish the Artificial Intelligence Safety Review Office to evaluate and test frontier AI models for extreme risks before deployment. The bill also includes provisions to make advanced AI models more secure against cyber attacks from foreign adversaries.

“This bill is a major step forward in Congress’s work to tackle the extreme risks created by the most advanced AI models,” said ARI President Brad Carson. “This is the first comprehensive legislation we’ve seen addressing the existential risks posed by AI, and it builds a bipartisan launchpad for action next Congress. This isn’t a problem Congress can procrastinate on until the last minute – it’s not a government funding bill or a tax provision. AI risk is an issue we need to start working on right now.”

Today’s legislation, introduced by Senators Mitt Romney (R-UT), Jack Reed (D-RI), Jerry Moran (R-KS), Angus King (I-ME), and Maggie Hassan (D-NH) is the first detailed legislation to focus exclusively on the extreme risks posed by the development of frontier AI models.

Polling shows that more than two-thirds of Americans are concerned about the negative effects of AI and 61 percent believe it could threaten civilization. Expert leaders from industry have also been vocal in warning the public about the existential risks that AI poses.
