Bill would require Nvidia to give US companies first option to buy AI chips
On Tuesday, the Senate released draft text of the National Defense Authorization Act, including bill text for the GAIN AI Act, legislation that would require chip sellers to fulfill purchases from US-based customers before selling advanced AI chips abroad. The legislation comes as the Trump Administration has rescinded export controls on the sale of advanced H20 chips to China and as the Administration considers a similar rollback on controls preventing the sale of Nvidia’s Blackwell chips to China.
“Advanced AI chips are the jet engine that’s going to enable the U.S. AI industry to lead for the next decade,” said ARI President Brad Carson. “Globally, these chips are currently supply-constrained, which means that every advanced chip sold abroad is a chip the U.S. can’t use to accelerate American R&D and economic growth. As we compete to lead on this dual-use technology, including the GAIN AI Act in the NDAA would be a major win for US economic competitiveness and national security.”
