China had previously directed companies to halt purchases of H20 chips

On Wednesday, China’s internet regulator announced that it would ban the largest Chinese tech companies from buying Nvidia’s RTX Pro 6000D AI chips. The move follows previous warnings from Chinese authorities against purchases of Nvidia’s H20 chip and comes as the Trump Administration considers a rollback of export controls on degraded Blackwell chips.

“There have always been serious risks associated with building U.S. tech markets around demand from China,” said ARI VP of Communications Chris MacKenzie. “There’s a repeated history of Chinese competitors gaining access to U.S. trade secrets and then shutting off purchases and undermining U.S. suppliers when the time is right. Our federal policy on chip exports should prioritize sales to American AI developers and to our allies and partners – that needs to be the biggest driver.”

In Congress, lawmakers in the Senate recently introduced the GAIN AI Act, legislation that would require chip makers like Nvidia to satisfy U.S. demand for advanced AI chips before selling chips to “countries of concern,” including China. The GAIN AI Act is included in draft Senate text for the National Defense Authorization Act (NDAA).
