Interactive map explores policy alignment between allies, adversaries
On Monday, ARI published a new interactive map tool, the Global AI Defense Policy Landscape, providing a comparative analysis of military and defense AI governance frameworks in 45 countries. The new tool, located at GlobalAIDefense.net, provides a timeline of AI defense policy enactment and examines AI defense policies related to procurement, ethics, safety and security, interoperability, and adoption. ARI will update the site quarterly as countries advance new AI defense policies globally.
“AI is already shaping the battlefield, but until now it’s been difficult to see how governments have addressed responsible governance regarding the use and integration of AI in military applications,” said ARI Research Analyst Michael Lee. “This tool gives policymakers and researchers recent trends and a real-time picture of how countries are approaching AI in military systems. It highlights where progress is happening, where potential gaps remain, and where misalignment between countries could create real risks in mutual cooperation and coalition operations.”
Key findings from the new site include the following:
- Policy is accelerating, but unevenly. There’s been a sharp uptick in activity over the past 2 years, with major powers formalizing positions at very different speeds.
- Military alliances are struggling to align. Even close allies lack aligned standards, which could complicate joint operations and coalition warfare.
- Enforcement is the weak link. Much of what exists today is guidance or political signaling, not binding domestic requirements tied to acquisition or deployment.
The interactive map tool, which is available to the public, also exposes convergence of AI defense policies for countries like Russia and China, lagging U.S. policies in the area of ethical frameworks, and trailing adoption of defense policies related to AI adoption in the Global South.
