ARI Applauds New AI Export Control Framework

New rules safeguard advanced GPUs and model weights

On Monday, the Bureau of Industry and Security (BIS) released its final Export Control Framework for AI Diffusion, restricting the export of advanced GPUs and the model weights of closed-weight dual-use AI models to non-allied nations. Both U.S. model weights and advanced GPUs are critical elements of the AI supply chain sought out by adversaries for use in military contexts.

The new rules create a three-tiered system of access to U.S. chips and model weights for countries around the world. The framework provides unfettered access to allied nations, limited access to non-allied countries, and strict bans on the export of advanced chips and model weights to adversaries.

“This week’s export control rules adapt to the reality that our nation’s biggest adversaries are trying to poach our most advanced technology through intermediary countries,” said ARI President Brad Carson. “We wouldn’t send the blueprints for our most advanced missiles to countries collaborating with China, and we shouldn’t send the blueprints for our most advanced AI there either. This is national security 101. There’s still work left to do updating export controls to account for open AI models, but this is a big step forward.”
